David Ruetz has over 30 years of experience in the environmental field, including work as an environmental attorney, the President of an environmental consulting-engineering firm, an Administrative Director of a Governor-appointed natural resource Advisory Council, as an environmental scientist and as an aquatic biologist.
As an attorney, Dave has represented corporate, commercial and industrial clients regarding environmental due diligence and risk assessment in mergers and acquisitions and real estate transactions. He has represented clients in environmental regulatory compliance matters involving the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - “Superfund”), the Clean Water Act (CWA), the Clean Air Act (CAA), hazardous waste compliance under the Resource, Conservation & Recovery Act (RCRA), medical waste, wetlands and water law. He has also represented industrial clients in matters involving the Toxic Substances Control Act (TSCA) and the Occupational Safety & Health Administration (OSHA), and has been involved in litigation matters, including oral arguments in both State Court and U.S. Federal District Court.
Dave also served as President of an environmental consulting-engineering firm. In this role he was responsible for the administrative, financial, and technical affairs for a 40+ employee environmental consulting-engineering firm with offices in southeastern and north-central Wisconsin that specialized in environmental assessment and remediation of contaminated sites.
During his employment with a state Department of Natural Resources, he was an Administrative Director of a Governor-appointed Advisory Council. Dave produced the Annual Report for the Advisory Council and also managed its administrative affairs. He also implemented a resource inventory program for the Advisory Council to prioritize critical wildlife habitat as part its conservation easement program.
As an environmental scientist, Dave has performed numerous Phase I and Phase II Environmental Site Assessments (ESAs), environmental regulatory compliance audits, remedial assessment of petroleum and chlorinated solvent contaminated sites, wetland assessments, and water permitting projects, which included wetland delineation and habitat assessment surveys for commercial and industrial properties. He also served as a member of an Asbestos Defense Litigation Support Team, which specialized in preparation of expert reports for asbestos toxicology cases.
As an aquatic biologist, Dave conducted stream and lake fishery population surveys, and habitat rehabilitation projects, in addition to surface and groundwater quality assessments. He has also conducted stream channel morphology and stream surface water hydrologic studies, including sediment impact assessments associated with developed areas. He also implemented a fishery/hydrology evaluation program (“substrate embeddedness”) used as a prototype by the U.S. Forest Service (USFS).
